Contracts Administrator - Manager

LOCATION:  Jubail, Sudi Arabia

INDUSTRY:  Petrochemical, Oil & Gas

PRIMARY FUNCTIONS:

  • Develops and administers a wide range of complex, low & high-value contracts and services for the company.
  • Negotiates, extends, terminates, and renegotiates contracts as appropriate.
  • Serves as principal point of liaison with Clients & Sub-contractors, monitors existing contracts for compliance to terms and conditions, and takes remedial action as required.
  • Participates in the development and implementation of contracting policy for the organization.
  • Leads and guides a team of Quantity Surveyors as appropriate.

PRIMARY DUTIES

  • Provides independent liaison and coordination with contracting principals to ensure compliance with contract specifications and resolution of problems and issues, as they arise; arbitrates claims or complaints occurring in performance of contracts.
  • Also liaises between owners, Sub-contractors, project management, home office management, and other departments.
  • Evaluates or monitors Sub-contractor performance to determine necessity for amendments or extensions of contracts, and compliance to contractual obligations. Analyzes and approves or rejects internal and/or Sub-contractor requests for deviations from contract specifications and delivery schedules
  • Analyzes price proposals, financial reports, and other data to determine reasonableness of prices; reviews and interprets contract provisions to achieve cost efficiencies and reductions where feasible.
  • Participates in the formulation, development, implementation, and revision of contracting policies, procedures, and strategies for the department, as appropriate.
  • Formulates, negotiates, establishes, and administers, integrated, low or high-value contractual arrangements and procurement proposals for a range of products and/or services for the company.
  • Formulate scope of work for services with coordination of end-user and Assist in reviewing technical specifications of inquiry packages for cost and commercial and technical accuracy.
  • Prepare for Sub-contractors bid inquiries, including those of a more technical and specialized nature and award contracts; administer change orders, etc. Pre-qualify bidders for contract packages.
  • Receive and approve all Sub-contractor invoices. May inspect and supervise Sub- contractor's work to insure construction schedules are met, and that design, material deliveries and manpower support their work.
  • Interface with quality control and engineering to insure contract work is performed according to the project control standards.
  • Perform various field supervision and construction management activities as required by project and additional assignments per direction.

Qualifications & Experience:

 Educational and experience requirements include: Four-year technical (or business) degree.   Mechanical Engineering preferred.  Minimum 8 years (sub) contract or related construction experience required in the construction of oil & gas, petrochemical, power generation, and water treatment facilities, in a similar capacity.

Knowledge of project requirements relating to contracting is essential. Requires use of conventional contracting techniques and concepts with related experience in the field of Contract Negotiation, formulation and Administration skills. Must have excellent analytical and demonstrate good business decision making skills. 

Good working knowledge of purchasing, finance, and basic engineering principles essential. Effective verbal and written communication skills plus general mechanical aptitude required.

Proficiency in Microsoft Office essential and other computer systems like Primavera/SAP an added advantage.

Previous Middle East/KSA experience in the construction of Petrochemical Process Plants is preferred.
